Three men released after ‘suspicious’ Lincoln incident

Three men arrested in connection with a ‘suspicious’ incident in Lincoln have been released on bail.

The incident happened on April 29 at an address on Princess Street, where a 28-year-old local man was found with a serious head injury.

He was taken to the Royal Hallamshire Hospital in Sheffield, where he is still being treated for his injury. He remains in a serious condition, police said.

The men, two aged 47 and the other aged 38, were arrested on suspicion of Grievous Bodily Harm (GBH).

Police still regard the incident as suspicious, but have lifted the guard off Princess Street.

Police are still appealing for witnesses who may have seen or heard anything suspicious in the area to contact them on 101, quoting incident 190 of April 29, 2014.

Lincoln man arrested as raid finds 3m illegal cigarettes

A 47-year-old Lincoln man was among seven people arrested after a raid in Bolton found over 3 million illegal cigarettes hidden inside imported metal pipes.

HM Revenue and Customs officers made the discovery after raiding a South Bolton business on Friday, April 25.

Alleged gang members were found removing Pride cigarettes from the pipes and into a van, which was also seized.

HMRC say that the illegal cigarettes caused a £1 million loss in unpaid duty and VAT.

The Lincoln man was arrested alongside three men from Bolton, one man from Swindon, a man from Stalybridge and a man from London.

All men have been bailed until July while HMRC investigate.

Sandra Smith, Assistant Director of Criminal Investigation at HMRC, said: “Cheap whites, as they are known, are cigarettes manufactured abroad often specifically for the smugglers and criminal networks to use for money laundering.

“If you are offered cheap cigarettes it may seem like a bargain, but there are no controls over what is mixed into these products and by buying them smokers are funding international organised crime gangs and helping them to evade taxes across many borders.”

Police search for owners of items recovered in Lincoln

Police are looking to trace the owners of items they recovered from a man in Lincoln.

Officers stopped a man in the Monks Road area on Friday, April 25, who was in possession of the items.

They include dog ornaments, a tribal shield replica, and some paintings.

He was also riding a red Ellis-Briggs bike with no gears, which is described as not in good condition.

Police are appealing for information to find out where these items have come from and to try to reunite them with their owners.

Police probe into car set on fire in Lincoln

Police are investigating after a car was set on fire on a driveway in Lincoln.

Police received a report at around 2am on May 5 that a blue Mini Cooper on was alight on Fulmar Road in Birchwood.

Officers and firefighters attended the scene and extinguished the fire. No one was injured.

Lincolnshire Police are now trying to determine if the fire was deliberate or not.

Motorcyclist injured in A15 Lincoln collision

A motorcyclist was injured in a traffic collision on the A15 near Lincoln.

The incident happened just before 11am on May 5 between Caenby Corner and RAF Scampton.

A red Volkswagen Golf and a silver Ducati motorbike collided.

The 31-year-old male rider was injured and was taken to hospital for treatment.

The road was closed off in both directions from 11am until 3pm.

Local diversions were in place while the road was closed.

Police search for missing Lincoln man

Lincolnshire Police are appealing for information and sightings of a Lincoln man who has been missing since April 24.

Grant Kenyeres is 27, and described as white, approximately 5ft 6″ tall and of medium build.

He has short, dark hair with a scar/mark on the left side of his forehead.

He normally wears sports-style clothing and may have a red bag with him.

Police and his family are concerned for his welfare and want to know if he is safe and well.

If anyone has seen him or knows of his current whereabouts, call 101 quoting incident number 188 of April 30.

Report finds 2.7% drop in Lincolnshire crime rates

Lincolnshire’s Police and Crime Commissioner (PCC) is praising police staff after a 2.7% reduction in crime.

The figure comes from the latest performance figures, ending March 31, 2014.

It found that in the last reporting year, crime rates dropped by 2.7%.

This means there were 256 fewer victims of burglary, 195 fewer victims of violence which involved injury and 4,850 fewer victims of anti-social behaviour.

The latest Crime Survey for England and Wales which found that 71% of people said they had confidence in Lincolnshire Police, while the local rolling survey found just over 80% portrayed confidence.

PCC Alan Hardwick put the figures down to hard work by Lincolnshire Police employees and retaining frontline staff.

He said: “To that end I have pledged to maintain the current numbers of officers so that we can continue directing our efforts to reduce crime and being there when people need us.

“The end of year statistics provide evidence of our successes so far and we will continue to strive to achieve and serve and provide best value for money for the people of Lincolnshire.”

More crimes resolved

Assistant Chief Constable Lee Freeman feels the results translate to thousands of fewer victims in the county.

He said: “The headlines we can extract from the detail of last year’s performance figures are the reductions in the number of victims and the continued improving trend in both satisfaction and the confidence levels the public have in us.

“When you consider the significant reduction of 14% in overall crime in 2012-2013, this continued reduction is good news for Lincolnshire and an indication that the force, our partners and local communities continue to work together to make Lincolnshire one of the safest counties to live, work or visit.”

“It’s even better news when you look at the cumulative effect since 2011 – 9,000 fewer victims of crime which include 600 fewer burglary victims, 568 fewer victims of violence (with injury) and a total of 15,798 fewer victims of anti-social behaviour.”

He added: “Just over 31% of crime was resolved during the year, which was a slight increase over the previous year. 47% of violence offences involving an injury, were resolved.

“However, for several years now we have moved away from being ‘target driven’ as far as crime resolutions are concerned with the emphasis and effort on providing a high quality investigation and service to victims where crimes do occur and also looking at how we can prevent crimes happening in the first place.”

Cash stolen in Lincoln NCP office break in

A quantity of cash was stolen from the NCP office in Lincoln after a break in.

The incident happened at the car park premises on Brayford Street between 10pm on May 4 and 7am on May 5, the day the incident was reported.

The offender broke in and targeted the safe on the premises, taking cash.

Officers are appealing for anyone who may have seen or heard anything or anyone suspicious in the area to contact Lincolnshire Police on 101, quoting incident number 65 of May 5, 2014.

Police continue appeal after ‘suspicious’ Lincoln incident

Police are continuing an appeal for information after a ‘suspicious’ Lincoln incident left a 28-year-old man with a serious head injury.

As previously reported, the man was found injured at an address on Princess Street, Lincoln.

The 28-year-old man was taken to Royal Hallamshire Hospital in Sheffield on Tuesday, April 29 with a head injury. His condition is currently described as stable.

Three men (two aged 47 and one aged 38) who were arrested on suspicion of Grievous Bodily Harm (GBH) in connection with the inquiry have since been released on police bail.

Police have also revealed that a separate disturbance was reported from the same address on Princess Street that is believed to have happened on Sunday, April 27, and are asking for information on this incident also.

Detectives investigating the incident are still keen to hear from anyone who may have seen or heard anything to do with the April 29 incident.

Police warning after purse thefts in Lincoln

Police are warning shoppers to be vigilant after three incidents of purse thefts in Lincoln city centre.

Two purses were stolen in the High Street area, and one near Lincoln Central Market.

All three incidents were reported on the afternoon of Wednesday, May 7.

The first incident (193) occurred on Lincoln High Street between 12.20 and 12.25pm.

The second incident (292) occurred near Lincoln Market Place at around 12.20pm.

The third incident (247) occurred at around 3.30pm on High Street.

A Lincolnshire Police spokesperson said: “To reduce your risk of becoming a victim never leave your handbag or bag unattended, and make sure your bag is kept zipped up rather than open so someone cannot simply dip into it.”

One dead after A15 Navenby crash

One person has died after a crash on the A15 at Navenby on Thursday afternoon.

Another person with a potentially serious injury has been airlifted to hospital.

The three-car collision was reported to Lincolnshire Police at 4.40pm on May 8.

Fire and Rescue, police, and ambulance attended.

There are no details on the vehicles involved at this stage.

Road closures have been put in place around the area at the RAF Digby crossroads, Holdingham roundabout, and the junction with the B1202.

Motorists are asked to avoid the A15 and find alternative routes between Bracebridge Heath onto the A15 and Holdingham roundabout.

Because of the nature of the incident the road is likely to remain closed for some time.

Anyone who witnessed the incident is asked to contact Lincolnshire Police on 101 quoting incident 258 of May 8.

Lincoln man dies in A15 Navenby crash

A 40-year-old Lincoln man has died after a three-vehicle collision on the A15 on Thursday, May 8.

A 52-year-old woman from Grantham is also suffering from a potential serious injury, and was airlifted to Queen’s Medical Centre.

As previously reported, the crash took place on the A15 near Navenby.

The vehicles involved in the incident were a silver Chevrolet Lacetti, a white Scania Artic, and a blue X type Jaguar.

The Lincoln man, the driver of the Chevrolet, was pronounced dead at the scene of the incident.

The driver of the lorry is believed to have been uninjured in the incident.

Lincolnshire Police are not currently in a position to be able to identify the deceased until formal identification has been carried out.

The A15 was re-opened at 11.44pm on May 8.

Police are asking anyone who witnessed the incident to contact the force on 101 or the 24 hour Lincs Police Collision Witness Hotline on 01522 558855 quoting incident 258 of 08/05/2014.

Truck driver dies in A46 Lincoln crash

The truck driver being treated for serious injuries after a collision with a car towing a caravan on the A46 bypass in Lincoln has unfortunately died.

Police confirmed the deceased as 41-year-old Brent Waterhouse, a man from the Sutton in Ashfield area, and his next of kin have been informed.

The incident happened at around 11am. Air ambulance were in attendance at the scene.

The A46 was closed off between Pennells roundabout and the new Whisby Road roundabout near the Pride of Lincoln.

The road closure and diversions are still in place, and police are asking motorists to avoid the area if possible.

Any witnesses to the collision should call 101 or the collision hotline on 01522 558855.

Police appeal after man found dead in Lincoln

A man was found dead at an address on Hermit Street in Lincoln. The incident is being treated as unexplained.

Emergency services and police were called to the property off Portland Street at 10.51am on Friday, May 9.

The man was pronounced dead at the scene. His age has not been established yet.

Two men are reported to have fled from the premises prior to officers’ arrival at the scene.

Police are appealing for witnesses to come forward.

DI Suzanne Davies said: “I would like to appeal to these men to come forward to Lincoln Police Station to assist with our enquiries.

“We also want to speak to anyone else in the area who has seen any activity that could be connected to this incident or has any information that could help us understand the circumstances of the death.”

Nigel Constable detained for killing his mother

Nigel Constable (52) has been detained indefinitely for the killing of his elderly mother, Betty Constable.

Mrs Constable (79) was seriously injured at her home in the Dunholme village near Lincoln at around 11am on September 22, 2013.

Lincolnshire Police originally received a report that she had suffered serious head injuries as a result of a fall at her home.

Staff at the emergency department at Lincoln County Hospital raised concerns that her injuries were not consistent with a fall and her son, Nigel Constable, was arrested in connection with the incident.

Mrs Constable sadly died in hospital on September 24, 2013.

Nigel Constable, of Sherburn Road in Brighouse, West Yorkshire, was subsequently charged with the murder of his mother.

Lincoln Crown Court heard that he was alone with his mother in her home at the time of the incident and that he suffered from epilepsy.

He told police officers that he had no recollection of the incident involving his mother and could not recall causing any injury to her.

Two eminent experts told the court that on the balance of probabilities Nigel Constable most likely caused the injuries to his mother during an epileptic fit.

In legal terms this meant that he suffered from a disease of the mind so would have no knowledge or control over his actions at the time.

This led to the jury reaching a verdict of ‘not guilty of murder by reason of insanity’. However, it was accepted by legal teams that he was responsible for Mrs Constable’s death.

The presiding judge, Mr Justice AF Wilkie, said he would issue the mandatory hospital order for Nigel Constable to be detained at a secure mental health facility for an indefinite period.

Arrangements are now being made to identify an appropriate centre.

Detective Chief Inspector Martin Holvey, of the East Midlands Special Operations Unit, said: “This was an attack on elderly lady in her own home by someone who loved and cared for her.

“It has been a difficult enquiry for the family of Mrs Constable in relation to coping with her death and seeing a family member in court. I hope that what has happened in court brings some closure to the tragic events for them and shows Lincolnshire Police’s commitment to tackling serious crime.”

Speaking after the culmination of the case Betty’s daughter Maureen said: “As a family we would like it to be known that my brother loved his mother dearly and this devastating and tragic event has been the result of my brother’s health care over 40 years.

“We hope that no other family ever has to experience anything like this but until care for the mentally ill improves in this country, unfortunately they will.

“My mother will always be in our thoughts as we move forward and we will continue to support Nigel in any way possible.”

Simon Wigglesworth, deputy chief executive at Epilepsy Action, added: “This is a very tragic and unusual case. It is extremely rare for a person with epilepsy to cause serious injury or harm to another person during or after a seizure and we are not aware of any other cases like this in the UK.

“We are unable to comment on the specific healthcare Nigel Constable received. However, despite seizure freedom being the ultimate aim of epilepsy healthcare, only around half of people with epilepsy are currently seizure free. It is estimated that up to 70 per cent of people could be seizure free with the right care and treatment.

“This does mean that, despite receiving quality care, around 30 per cent of people with epilepsy will never achieve seizure freedom with the current epilepsy treatments available.

“It is important to note that, although this case has returned a verdict of ‘guilty by way of insanity’, epilepsy is not a mental health condition. This verdict therefore does not necessarily mean that the person involved has a mental health condition.

“In 2013 the Law Commission carried out a review in to the defence of insanity as it is currently known. The Commission proposed that this verdict should be replaced with ‘not criminally responsible by reason of recognised medical condition.’ Epilepsy Action would support this change.”


Man arrested after girl allegedly assaulted in Lincoln

A man has been arrested after a 10-year-old girl was allegedly assaulted in Lincoln.

Police were called to a house in the Sincil Bank area of Lincoln at around 1.30pm on Sunday, May 11.

The girl living there ran to her home and told her father that a man grabbed her and attempted to drag her off her bike.

She escaped his grip, dropped the bike and ran home and gave her father a description of the man.

The young girl was not injured.

Enquiries led officers to a man from the local area, who was arrested and is being questioned about the incident at Lincoln Police station.

Police are appealing for anyone who was in the area of Sincil Bank around the time of the incident and saw anything suspicious to call 101.

A man arrested in connection with an alleged assault on a 10-year-old girl in Lincoln has been released on bail.

Police arrested a 36-year-old on Sunday after the incident in the Sincil Bank area of Lincoln.

Since he has been released on police bail pending further enquiries.

As previously reported, police were called to a house in the Sincil Bank area at around 1.30pm on May 11.

Lincoln man arrested on suspicion of cannabis production

A man has been arrested on suspicion on cannabis production in Lincoln.

The 42-year-old man was arrested on Friday, May 9, and later released on police bail pending further enquiries.

Police received a concern for safety call from a resident on Chaucer Drive in Lincoln at around 9.30am.

Officers attended and found what appeared to be cannabis production at the address.

They recovered between 50 and 60 plants from the property.

Anyone with information is asked to call Lincolnshire Police on 101 quoting incident 116 of May 9.

Unexplained Lincoln death ‘not suspicious’

Officers are treating the death of a 34-year-old man who was found dead in Lincoln on May 9 as unexplained, but not suspicious.

As previously reported, the man was found dead at an address on Hermit Street, off Portland Street, at 10.51am.

Two men were initially reported to have fled from the premises off Portland Street prior to officers’ arrival at the scene.

The cause of death of the man has yet to be established and post mortem results and toxicology tests are yet to be returned, which police say can take a number of weeks.

The identity the deceased has not been released as next of kin have yet to be informed.

Anyone with information is urged to call 101, quoting incident number 157 of May 9.

TV and tablet stolen in Lincoln burglary

A large television and a tablet computer were stolen in a burglary in Lincoln last week.

The incident happened between 9.30am and 6pm on May 9 on Hawthorn Chase.

In the burglary, a 39-inch Samsung television (model number UE39F5500) and a black Apple iPad in a black Griffin Survivor case were taken.

Officer are keen to trace a man seen in the area carrying a brand new television in an unopened white box.

Additionally, a number of witnesses have reported seeing the man in the afternoon of that date with the TV package on his shoulder. He was also carrying a carrier bag.

He is described as in his 30s, wearing a white tracksuit top and black tracksuit bottoms, and short dark hair.

It is also believed he stopped to speak to a dog-walker, so officers would like to talk to this individual.

Police want to speak to anyone who saw the man around Hawthorn Chase and nearby roads on May 9.
