Lincolnshire NHS trust victim in £12m fraud and money laundering scandal

A Lincolnshire NHS trust was among a number of public bodies named as victims in a £12 million fraud and money laundering investigation.

Some 15 suspects were charged over the course of the last two days with offences relating to fraud allegations which concern Lincolnshire Partnership NHS Foundation Trust.

The Economic Crime Unit of Lincolnshire Police, supported by NHS Protect and colleagues from the East Midlands Special Operations Unit, and Guernsey Police has been conducting the operation.

The investigation, Operation Tarlac, commenced in September 2011 when LPFT reported being the victim of a fraud.

Since such time the investigation has linked 18 other offences where the victims have included other NHS Trusts and different public bodies throughout the UK, together with the States of Guernsey Government.

Approximately £12m was diverted from these organisations.

Nine people have been charged with conspiracy to defraud between January 1, 2011 and July 31, 2012.

  • Asif HABIB -(51yrs) resident of Dubai
  • Imtiaz KHODA -(42yrs) resident of Dubai
  • Mohammad NADEEM -(31yrs) from Worcester
  • Abdul NAEEM -(33yrs) from Worcester
  • Kalpesh PATEL -(43yrs) resident of Dubai
  • Monica THOMSON -(38yrs) from Airdrie, Scotland
  • Stephen TYNDALE -(45yrs) from London

These nine and a further five people, have also been charged with conspiracy to launder criminal property between the same period.

  • Abdul GHAFFAR -(66yrs) from, Worcester
  • Tariq KHAN -(33yrs) resident of Dubai
  • Zahid MUHAMMED -(46yrs) from Glasgow
  • Shazia NISA -(33yrs) from the West Midlands
  • Yagnesh PATEL -(44yrs) from Middlesex

In addition to these fourteen, Oghogho EHANIRE -(41yrs) of Preston, was charged with one offence of entering into an arrangement to launder criminal property.

All fifteen suspects are due to attend Lincoln Magistrates Court on Friday, September 4 2015 in relation to these charges.


Missing Lincoln girl Lauren Hall found safe and well

Lauren Hall, 14, had been missing since August 31

A missing 14-year-old teenager from the Birchwood area of Lincoln has been found safe and well.

Lauren Hall had last been seen at her family address at around 4pm on the afternoon of Monday, August 31.

Police had grown increasingly concerned, and renewed their appeal for help in tracing her on September 3.

A spokesperson for the force said: “Many thanks to members of the public and the press who helped and shared our appeal to find her.”

Police probe into unexplained death at Lincoln council flats

Lincolnshire Police are treating the death of a 56-year-old Lincoln man as “unexplained.”

Officers were called to Reynolds House on Turner Avenue in the city at just after 3.15am on September 2.

Paramedics attempted to save the man but he was pronounced dead at the scene.

The investigation is ongoing.

Teenage boy sexually assaulted by two men in Lincoln woodland

Police have launched an investigation after a teenage boy was sexually assaulted in a woodland area near a Lincoln village.

At around 4pm on Sunday, September 6 a 15-year-old boy was in woodland about 1.5 miles outside of the village of Brattleby, north of Lincoln, when he was sexually assaulted by two men.

One of the offenders is described as a white man, believed to be aged around 70, about 5ft 11in in height, clean shaven, and with short white hair in a side parting.

He was wearing a silver fleece/jumper, blue jeans, a brown belt and brown shoes. He is thought to have left the area in a silver Ford Focus.

The second man is described as white, approximately 60-years-old, with short brown greying hair that was brushed forward, around 6ft tall.

He was wearing a black jumper/fleece, black jeans and white trainers. He was travelling in a separate car that is believed to have been a black Volvo.

Anyone who may have seen either of the men or either of the vehicles in the area at the time, or anyone who may have any information they believe is relevant to the enquiry, is asked to contact Lincolnshire Police on 101 quoting incident 284 of September 6.

Lincolnshire PCC awaits outcome of leaked funding boost

Analysis of a potentially major switch in the funding formula for police forces across the UK has been leaked, indicating a rise as high as 75% for Lincolnshire.

While documents, seen by the Guardian, are said to reveal the reallocation of millions of pounds of funding, Lincolnshire’s Police and Crime Commissioner has stated no formal confirmation has been made.

The newspaper’s report at the weekend disclosed figures from the Police and Crime Commissioners Treasurers’ Society, detailing a consultation over how £7.8 billion of police grants would be distributed among forces.

Analysis showed major urban forces would face deep cuts in funding, while certain ‘shires’ would receive increases – Lincolnshire topping the rises.

The county’s PCC Alan Hardwick and Chief Constable Neil Rhodes made an appeal to Home Secretary Theresa May at the end of last year, warning that the force faces collapse if it didn’t receive more support.

An application for extra funding was made at the beginning of the year and a Home Office task force was deployed to the county to access the funding situation.

In response to speculation regarding funding a funding increase for the county, Alan Hardwick said: “I am aware of the speculation, and the figures that have appeared in the media.

“We await any formal announcements. We are continuing to engage in the debate.”

Modern slavery investigation sees 13 charged in and around Lincoln

Some 13 people have been changed with numerous offences as part of an investigation into modern slavery in Lincolnshire.

Of those charged, five people are from Lincoln. The remaining people are from Drinsey Nook, just over five miles out of Lincoln.

The investigation, dubbed Operation Pottery, has previously seen a number of raids in the area.

The 13 people charged are:

Thieves steal fridge freezer and washing machine from Lincoln home

Thieves stole a fridge freezer and a washing machine when they broke into a property on Boultham Avenue in Lincoln.

Police are appealing for witnesses of the burglary, which took place some time between September 9 and 10.

Entry was gained to the home by smashing a small window in the front door.

Anyone who saw anything suspicious in the area should call Lincolnshire Police on the non emergency 101 number quoting incident number 114 of September 10.

Police search for 26 people involved in illegal rave at Twyford Woods

Police are searching for some 26 people involved in the violent disorder and attacks on officers at the illegal rave at Twyford Woods on May 23-24, 2015.

A total of 21 police officers and one police dog sustained injuries while police were working to disband the illegal rave, which lasted almost 48 hours.

The injuries sustained by officers involved soft tissue injuries, cuts and scratches. Three officers, two from Derbyshire and one from Lincolnshire required hospital treatment.

The worst of the injuries was a suspected broken jaw which turned out not to be broken, and another officer sustained a fractured wrist.

Some 13 people were charged in relation to the incident and a further six people were cautioned for possession of drugs. Court hearings are pending.

Police now say work is ongoing to bring to justice all those responsible who took part in any kind of criminal offences which during the event included violent disorder, assault on police, criminal damage, dealing in drugs, failing to stop for police, and failing to abide by direction to leave.

At one point some three hundred officers were involved in the policing response.

DCI Nikki Mayo said: “The enquiry into this incident is lengthy and complex. A team of officers have been tasked with investigating the illegal rave and we are absolutely committed to bringing to justice and putting before the courts all those who engaged in any kind of law-breaking.

“The behaviour of some individuals that was displayed towards police and witnessed by communities during this incident was abhorrent. It will not be tolerated.

“We are appealing for help in identifying the individuals shown in these images because we would like to speak to them in connection with the enquiry.

“If you know them or know who they are then please contact us as soon as you can on the non-emergency number 101 quoting incident 137 of 11/09/2015”.

Three men arrested in football disorder incident in Lincoln

Three men have been arrested on suspicion of violent disorder in Lincoln on Saturday, September 12.

The men, all from Borehamwood in Hertfordshire and aged 53, 24, and 27, have since been released on police bail pending further enquiries.

The incident is believed to have been football related.

Police say it began just before 5pm at the High Street / Shakespeare Street junction and is thought to have involved around 40 people.

Three people were reported to have been injured, though not seriously.

The investigation is continuing.

Police appeal for help to trace missing Lincoln woman

Missing Sybil Slater, last seen on September 6

Lincolnshire Police are appealing for help in finding Sybil Slater, who has been missing for over a week.

Sybil, 31, was last seen at her home address in Lincoln at around 8pm on September 6.

She is described as around 6ft in height, of fairly stocky build, and with short brown hair that is shaved at the sides and spiky on top. The photograph shows her with long hair.

It is not known what she was wearing at the time but it is thought she may have a red jacket with her.

Police and Sybil’s family would like to hear from her as soon as possible.

Driver who fled car crash found in Lincoln hospital after helicopter search

A motorist who left the site of a single-car crash near Lincoln has been found in Lincoln County Hospital after police executed a helicopter search.

Police received reports of an accident on Lincoln Road between Cherry Willingham and Fiskerton involving a black Volkswagen Golf at just after 6.45pm on the evening of September 14.

No other vehicles were involved in the crash and police began a search for the driver, who they feared may have been injured or in danger.

A helicopter was called to assist in locating the driver.

He was finally located at Lincoln County Hospital at around 9.30pm, where he was up and walking.

The driver was not arrested by the police and an investigation is ongoing.

Anyone with information is asked to call the force on 101 quoting incident number 357 of September 14.

Two men arrested following string of burglaries in uphill Lincoln

Two men have been arrested in connection with four burglaries in uphill Lincoln over the last week.

The men, aged 25 and 26 years old, were detained as part of the investigation into the daytime burglaries at properties in James Street, Danesgate, and Gibraltar Hill on September 13.

A number of electrical items and tools were taken from the properties.

The men were arrested on suspicion of burglary and were interviewed by detectives at Lincoln Police Station. They have subsequently been bailed pending further enquiries.

Inspector Suzanne Davies said: “Following on from our increased patrols in this area and vigilant reporting from members of the public, I am pleased to report that two local men were arrested on suspicion of burglary. I would encourage anyone who sees any suspicious activity to ring 101.”

Police issue appeal after horse is set free and beaten near Lincoln

Police are appealing for information and witnesses after a horse, which was one of five freed from their tethers, was beaten with an object in North Hykeham.

Sometime between 7pm on September 12 and 8.30am on September 13, offenders purposely freed the group of horses from a field off Meadow Lane in North Hykeham.

One horse was found injured, with severe lacerations to its body. Police believe an object was used to hit the animal.

Lincolnshire Police reappeal to identify 20 people involved in illegal rave

Lincolnshire Police are looking to identify those pictured.

Some 20 people still remain on Lincolnshire Police’s search list in connection with an illegal rave at Twyford Woods, Colsterworth, in May.

Police put out an appeal to identify 26 people last week who were involved in violent disorder at the rave on May 23-24, which saw 21 police officers and one police dog injured.

A number of names were passed to the enquiry team and officers are thanking members of the public for passing on information.

However, investigating officers say there is” still a lot of work to be done”, and have reappealed for assistance from the public to identify those pictured below. 

Thirteen people have already been charged in relation to the incident and a further six people were cautioned for possession of drugs. Court hearings are pending.

Work is ongoing to find those responsible for criminal offences during the event, which included violent disorder, assault on police, criminal damage, dealing in drugs, failing to stop for police, and failing to abide by direction to leave.

At one point some three hundred officers from neigh borough forces were involved in the policing response.

Lincoln man taken to hospital after stabbing in lift

Police are investigating a stabbing in Lincoln which left a 35-year-old man requiring hospital treatment.

The incident took place on the evening of Friday, September 18, in William House on Picton Street.

The victim, who does not live at the address, received injuries to his leg which police have said is “consistent with a stabbing.”

He was taken to the vascular ward at the Pilgrim Hospital in Boston but did not require surgery.

Three people were arrested by police but have since been released without any further action.

Reward for information as allotment sheds set on fire in Lincoln village

A Lincoln village allotment association is offering a cash reward to people who come forward with information after three sheds were set on fire.

Lincolnshire Police first received reports of a fire to sheds in Potterhanworth at 6.40am on Monday, September 14.

A number of other sheds were broken into and the allotment association is now prepared to give money to any witnesses who help police with the arrest and conviction of those responsible.

Anyone with information should contact Lincolnshire Police on 101, quoting incident number 21 of September 14.

Two men jailed after spate of Lincoln burglaries

Two men have been jailed at Lincoln Crown Court following a number of burglaries in the city last year.

Jordan Sutherland, 18, and Daniel Westhead, 21, were sentenced on Friday September 18, after being found guilty of five burglaries between March 30 and April 17, 2014.

Sutherland, of Anders Drive in Bulwell, Nottingham, was sentenced to three years.

Westhead, of Moorland Avenue, Lincoln, was sentenced to three years two months.

A third man, Samuel Rhys Snell, 21, of Bell Grove in Lincoln, was sentenced to 15 months, suspended for 24 months.

He was also given a supervision order and an electronic curfew for four months.

The burglaries took place at addresses on Henley Street on March 31, Coleby Street on April 3 and Webb Street on April 14 and 15.

Two further burglaries were committed on Richardson Rise and Heapham Road in Gainsborough on April 15 and 16.

The three men were also convicted of a further charge of making off without payment from a BP station on Skellingthorpe Road on on April 4.

Inspector Suzanne Davies of Lincolnshire Police said: “I’m really pleased with the sentences today because it means that these men cannot target any more homes for a good period of time.

“Burglary is upsetting, invasive and inconvenient for victims. For offenders it may seem an ‘easy’ way to make some quick money but they would be wise to be reminded not only of these hefty sentences, but also of the very negative effect on victims.”

Two women taken to hospital after car overturns in Lincoln city centre

Two women have been taken to Lincoln County Hospital after a dramatic crash in the city centre which left one car on its roof.

The collision occurred at approximately 3.10pm on September 22 near to the St Marks Shopping Centre on Ropewalk.

A Fiat 500 and a Vauxhall Corsa were involved, with the Fiat overturning as a result of the crash.

Two women are believed to have sustained minor injuries. They were checked over at the scene before being taken to hospital.

Police have said that recovery of the vehicle may take some time and is likely to affect rush hour traffic in the area.

Two hundred game birds stolen from field south of Lincoln

Lincolnshire Police are appealing for information after 200 game birds were stolen from a maize field south of Lincoln.

The theft took place on The Heath in Wellingore some time between 10pm on September 8 to just before midday on September 9.

Police believe that the offenders removed a lock to a pen in the maize field before leaving in an unknown direction.

Anyone who saw suspicious behaviour in the area at the time, or who has CCTV which may assist Lincolnshire Police in their investigation, should contact the force on 101, quoting incident number 105 of September 9.

Police search for man connected to Lincolnshire NHS trust fraud

Police in Lincolnshire have reissued an appeal to find Bayo Lawrence Awonorin, wanted in connection with a multi-million pound fraud and money laundering investigation concerning a Lincolnshire NHS trust.

As previously reported, Lincolnshire Partnership NHS Foundation Trust was named among victims of a £12 million fraud investigation, dubbed Operation Tarlac.

Some 15 suspects in the investigation were charged with offences relating to the allegations.

The alleged scam involved people contacting organisations masquerading as legitimate construction companies contracted by them in 2012.

The ‘divert fraud’ case involved payments for construction works being diverted to other accounts after fraudsters allegedly claimed their bank details had changed.

Most appeared before Lincoln Magistrates Court on September 4.

Suspect Bayo Lawrence Awonorin is still wanted for failing to answer bail in connection with the investigation.

A Lincolnshire Police spokesperson said: “Awonorin has many aliases and all enquiries to locate him have failed.

“If you have any information as to his whereabouts, please call 101 quoting the crime occurrence number 32110042952.”
