A post mortem is due to be carried out on the body of a baby found in the drain of a retired couple’s house in Lincolnshire.

The body was discovered by a plumber in the garden of a house in Scartho Road in Grimsby shortly after noon on Thursday, February 11.

Humberside Police are treating the death as unexplained and the body has been taken away for post mortem examination, which is expected to take place on Monday, February 15.

The investigation is in its early stages as police work to establish the circumstances of the incident but officers believe that the body may have been there “for some time.”

Investigating officers do not believe that the discovery of the body was linked in any way to the owners of the house.

Detective Chief Inspector Bob Clark, said: “Early [on Thursday] afternoon we attended a property in Scartho Road, Grimsby, following a report regarding the discovery of the body of a baby having been found in the drain of the rear garden.

“I can confirm that sadly this was found to be the case and early indications would suggest that the body may have been there for some time.

“A post-mortem examination is due to take place on Monday and it is hoped that this will provide the investigation with a better indication of age, whether the child was born alive or not, and ultimately how long the body had been in that location prior to discovery.”

Lincolnshire Police force suspended from stop and search scheme

Lincolnshire Police have come under scrutiny for failing to comply with stop and search standards, with the Home Secretary suspending the force from a data recording and transparency scheme.

Following a HMIC report which criticised the force’s recording of stop and searches, the Home Secretary enforced a suspension from the Best Use of Stop and Search Scheme with immediate effect.

Lincolnshire is one of 13 forces in England and Wales who are failing to comply with at least three of the five elements of the scheme, which they voluntarily signed up to, and which launched in December 2014.

Across the national HMIC inspection, police failed to demonstrate reasonable grounds to conduct the searches 15% of the time. In Lincolnshire, the figure was even higher at around 30%.

The investigation also found that Lincolnshire was doing little to monitor the impact of stop and search on black and minority ethnic groups and young people.

Data kept by the force shows that per 1,000 of the local black population, 8.2 are being searched, compared to only 3.3 per 1,000 of the white population.

The force is expected to face an emergency inspection in three months’ time.

Superintendent Maria Staniland said: “At the time of our HMIC inspection, we were not compliant with all the aspects of the voluntary scheme of ‘Best use of Stop and Search.’ This is intrinsically linked to our data recording practices.

“At present, we record stop and search encounters on paper based forms and the entire details are not transferred into our force systems.

“This will be corrected with the roll out of mobile data terminals to all frontline offices, whereby the data will be immediately and fully captured.

“In addition we are advanced with our plans to introduce body-worn video to all frontline officers which will further improve compliance with the national, ‘Best Use of Stop and Search’ scheme.

“We continually review and reflect on our level of service and use technology where our budgets allow.”

Tom Teasdale's family have released a tribute in his memory.

The devastated younger sister of a 19-year-old man who died in a Lincoln bike crash has written a touching poem in memory of her brother.

Tom Teasdale was fatally injured when his grey Yamaha motorcycle left the road at Woodfield Avenue in Birchwood and entered a private driveway on Friday, February 12.

He lived in South Hykeham with his sister Taya and foster mum Caroline Garrard.

Seven-year-old Taya said: “My brother was really kind, funny, looks after me and is helpful. My favourite thing to do with him was ride my quad bike in the field with him. He bought me it for Christmas.”

Heartbroken Taya wrote the following poem for her brother in the days immediately after his death.

“I have a beautiful brother called Tom

I can’t accept he’s gone

He meant the whole world to me

I’m so upset, I wish he could see.”

Tom’s foster mum Caroline Garrard said that she treated him like her own son.

She said: “Tom was just such a happy-go-lucky lad with a heart of gold.

“The love he had for his little sister, who’s nearly eight, was unbelievable. They were completely obsessed with each other and she’s taken the news really quite badly.

“He loved bikes, had a huge love of music – Tupac was his idol – and was also obsessed with kangaroos!

“For his 18th birthday we got him a meet the kangaroos experience, which he just loved. He was also a big Liverpool supporter and was close to his work friends; he worked as a labourer for Q Construction.

“Tom loved holidaying, days out, and loved to get involved in family events. He had a huge lover of food and was able to eat just what he wanted.

“For Taya it’s really hard. He came into her life when she was only four and she keeps texting him.

“I keep expecting him to come in, do something, or ring and say something. I’m just heartbroken and devastated.

“Tom became a member of our family. We are so proud of everything he achieved and the person he became whilst living with us.”

Caroline added that she was enormously grateful to the air ambulance, Lincolnshire Police and Accident and Emergency for their help, especially a woman called Holly at A&E who she described as “a rock.”

Many ‘low-risk’ sex offenders not being assessed by Lincolnshire Police, report reveals

Lincolnshire Police have been criticised for postponing assessments of registered sex offenders and failing to respond to reports of missing children effectively.

A police effectiveness report published by Her Majesty’s Inspectorate of Constabulary (HMIC) on February 18 has ranked the force overall as ‘requires improvement’ at investigating crime, managing offenders, protecting vulnerable people from harm, and supporting victims.

Inspectors uncovered a worrying backlog in the completion of assessments on sex offenders, which have been temporarily suspended on so-called low-risk offenders while officers complete statutory visits on other registered criminals.

The report also criticised the force for not having “a co-ordinated or consistently well-supervised process” for responding to reports of missing children.

HMIC assessors expressed their concerns that the force does not always involve sufficient specialists in complex cases involving serious sexual offences and domestic abuse.

On a more positive note, inspectors found that the force was ‘good’ at keeping residents safe by reducing crime and anti-social behaviour, and effective at tackling serious and organised crime.

The report also highlighted that reported crime has continued to fall in Lincolnshire, and that police have a “robust” system for recording domestic abuse offences.

The children’s charity NSPCC described the findings as “deeply disturbing”.

A spokesperson for the charity said: “We are concerned that as child abusers increasingly groom and abuse victims online too many forces are lagging behind the offenders in this advanced cyber-age.

“As more victims of child abuse and exploitation continue to come forward, it’s essential that all the police are properly trained and equipped to respond to these most horrific of crimes.”

Deputy Chief Constable of Lincolnshire Police, Heather Roach, said: “We are currently reorganising some of our resources to respond to emerging threats and areas including child sexual exploitation, missing persons investigations and domestic abuse.

“These changes will improve our performance in these areas.”
